Trade Exception expiring today?!

This is a bit narrow/nerdy for exalted FanPost status, but I remember reading that the remaining 2.2 million exception expires July 15, 2015 -- ie, today. Does anyone know how to confirm whether this is accurate? If it is accurate, can we spend the day speculating upon potential tiny moves that will probably come to nothing?

Also: If the Wizards end up letting the exception expire, why wouldn't they have just used it for the Gary Neal acquisition? (Ie, a sign-and-trade with the Wolve.) This seems preferable to sacrificing biannual exception, which could be very useful next year, if a certain cap-filling signing were to occur.

Answers? Speculation? The clock is ticking!
