Wizards and their Salary Cap Philosophy

Im hoping one of the writers can chime in with some insider info. We all as fans talk like there is a hard limit. Do we really think were gonna build a contending team by staying under the cap? Does Ted think he's gonna build a championship roster without going over the cap? Not saying we should waste money. But we approaching the point where we've got to keep that option available. Alot of the written articles speak as if Ted has publicly said he's never going over the tax line? Is that true simply because he's been known to be a cheapskate?
