My #1 Burning Question of the Summer

Why did and why do the Wizards bring in so many players for pre-draft workouts that are not projected to be drafted and then never sign any of them to join their summer league roster?

I don't get the point of this at all and this summer was just another example of them doing so.

From a financial standpoint it's not as if these workouts are free? The franchise has to cover all of the player's expenses once the players are in town, including hotel, per diem, and using their coaching staff's time to facilitate the workout. In addition, these workouts seem completely pointless, since the Wiz do not have their own D league team and have barely used the D league since it's inception in 2001.

Can anybody help answer this?
