I believe you have all misunderstood the quote.
Blatche wins the underachieving award. He achieves much much less than he should. He should be achieving more with all of that talent. He should be achieving so much that he should be an MVP candidate. Instead he achieves relatively little.
Hard to argue with that.

but I dunno if he’s an MVP candidate if all his cylinders are running right.

I assumed everyone was just being sarcastic, but again the quote underscores that the guy is very talented, and while I won’t go so far as to say his skillset is MVP-worthy, it is absolutely all-star worthy.
