Robert Pollin on the impending sale to Ted Leonsis. I'm having trouble figuring out if this means anything - he might just be saying it's not a classic sale because Abe and Ted agreed on the parameters of the negotiations already - but it's definitely the kind of quote that takes you a few minutes to figure out.

Maybe he means it's just being transferred in accordance with his father's wishes.
In that case, the quote makes some semblance of sense.

But of course, it wouldn't exactly explain ...
There perception of “difficulties” along the way, i.e., the Peter Biche memo, and what, even after agreeing upon a price, the delay continues.
Sure, it’s understandable that these things take time, but there are still too many curiosities, such as Mrs. Pollin promising a better season next year …. which seems odd since she will not be owning the team.

I believe it means
that the family isn’t itching to sell. They have a commitment to offer the team to Leonsis at a price that will be determined by a pre-arranged method. They will honor that commitment “in spirit and to the letter”. Should Leonsis not want to buy the team at that price they may not offer it to him at a lower price and they may not offer it to anybody else.
Perhaps it’s a negotiating tactic and perhaps the family wants to keep the team.
The last part is weird
It would be just like the Wiz to let this drag on through the draft and pick a bust. Ugh.
