And I’d also take anything from the guy’s home town paper (Pittsburgh Gazette) with a grain of salt as well…

Having said all that, the DraftExpress has him moving up from 15-16 last month to 11th now… DraftExpress is the one mock draft that I really pay attention to – I believe they are the best, most accurate, and most credible one out there.

I don't think he should move up too high

He’s a decent pick in the 15 to 20 range (second round in a better draft year), but I wouldn’t take him with the 11th or something. Yeah, he’s tough, but he’s also like 6"6, has struggled with his weight, and seems to have a lot of trouble scoring in the paint, no matter how deep he gets the ball.

Three points

1) height is overrated – for post players wingspan and size (i.e. build) are also very important considerations, and Blair has both.
2) As you said, this a weak draft. He will provide instant defense and rebounding down low in the NBA, so I think he’s a fine pick in the late stages of the lottery. Sure, maybe his upside is limited, but a team wanting a solid low-risk post contributor should go w/ Blair.
3) He knows how to play basketball. Sometimes this doesn’t translate to the NBA, but for post players I think it does. Too often post players are drafted for potential rather than basketball skill/IQ (see: Brown, Kwame). While Blair will never be a star, he should be a solid contributor, maybe even a starter.

I do agree with you on his weight maybe being a problem. He’ll need to keep that off to be successful in the NBA.
